It's really a question of order, not a "one or the other" decision. You have to have talent to produce a better team, and to do that is to have good recruiters with good tools, such as a nice weight rooms and football facility.
Get talent coming in, a better team on the field, higher ticket sales, more revenue, stadium upgrade... rinse, wash, & repeat. Buying a nicer car doesn't do much good if the gas pump doesn't work.
